Specifically, poor scope definition, poor estimates, unrealistic schedules, poor resource requirements, poor risk management, and poor communication with clients and other users. Proper development and use of logframes can address most of these challenges and ensure a high probability of success of your projects . Logframes, created using the logical framework approach, give you a structured comprehensive approach to define and plan your projects. They provide a well-defined summary of and connections between key project elements. During project implementation, the logframe serves as an excellent project management tool allowing you to effectively track and monitor operations, processes and functions.

Our Masterclass course will give you a solid grounding in the development and use of logframes as an effective tool in the planning and successful implementation of your projects. We will show you how to avoid the common causes of project failure. We will employ the experiential mode of learning, and provide hands-on experiences and challenges throughout the
learning process. We thus ensure that you learn new skills, new attitudes and even entirely new ways of thinking.

COURSE OBJECTIVES:

By the end of the Masterclass course, participants will:

  1. Have a clear understanding of the logical framework approach and logic models
  2. Be able to use the Logical Framework Approach (LFA) to develop logic models for the planning and design of their projects and programmes.
  3. Be able to use the LFA as a vehicle to increase participation in programme/project design and planning
  4. Be able to use logic models as a basis for problem analysis, stakeholder analysis, risk analysis and objective setting
  5. Be able to use logic models as a basis for indicator determination (inputs, activities, outputs, outcomes and impact) as well as milestones and target setting
  6. Be able to objectively determine weighting of outputs in realisation of project outcomes.
  7. Have a clear understanding of logical framework matrices (Logframes)
  8. Be able to populate logframes from the developed logic models
  9. Have an understanding of, and the ability to create logframes in the different formats requested by development partners (example discussed will include DFID, AusAID, USAID, GTZ, CRS, among others).
  10. Be able to develop a programmes Monitoring and Evaluation framework based on the logframe.

THE LOGICAL FRAMEWORK APPROACH

The Logical Framework Approach is a process to develop a logic model for a new programme, initiative, or intervention being designed in response to a given situation or problem. The model illustrates the logical relationships between invested resources, the activities to be performed, and the resulting benefits or impact. It provides a plausible, sensible model of how a programme is supposed to work, by portraying the underlying rationale of the programme or initiative. The model should form the basis for your efforts in programme planning, design, evaluation, management and communications.

During planning, the logic model provides a planning framework bridging the gap between where you are, and where you want to be. The framework enables you to form a clear understanding of what drove the need for the initiative, what is the desired end state, and how investments are linked to activities aimed at achieving the desired results. It helps you identify any “gaps” in programme development or logic, and pathways to resolve them. The model helps you build a shared understanding of the programme and how all the parts will work together before you begin.

Logic models provide a clear graphic representation of your programme or initiative. They serve as an excellent tool for communication with programme staff, programme funders, and other key stakeholders. The models gives you means to actively involve and engage stakeholders in the programme design, processes, and be able to make good use of the evaluation.

FROM LOGIC MODELS TO LOGFRAMES

Logical Framework Matrices (or logframes) are created from the logic models developed using the logical framework approach. They present a summary of the key programme elements determined during the LFA including the programme impact and outcomes, the outputs and the proposed activities, assumptions made, risks identified, developed indicators, baseline information, milestones and proposed targets. In addition, the logframes displays the connections between resources, activities and outcomes, and therefore gives you a solid foundation for the development of a more detailed programme management plan. As you implement the programme, the logframe serves as an excellent management tool to track and monitor operations, processes and functions. It allows management to focus on the most important connections between activities and results.

Logframes form the basis for the development and operalisation of a robust monitoring and evaluation systems that seeks to ensure your programme's success. The Logframes provide a framework from which you can determine when to evaluate and what to evaluate, ensuring effective and efficient use of evaluation resources. They also help you focus on appropriate process (inputs, activities, outputs) and outcome measures. Logframes come in many different formats. Which one to use is often dictated by the funding agency who typically insist on use of their own. With a well developed logic model, complete, easy-to-use logframes can readily be created to fit the format demands of any funding partner.

In summary, the use of the logical framework approach to develop logic models for the design and planning of your programmes, and using logframes as the basis for monitoring and evaluation will significantly contribute to your programme's success.

COURSE CONTENT:

The course will be delivered using a mixture of lectures, discussions, group exercises, case studies and online tools.

DAY 1

  • Overview of Logic Framework Approach and Logframes
  • The Logical Framework Approach and Logic Models (Simple Model, Theory Model, Activities Model and Outcomes Model, if-then causality)
  • Situation Analysis (SWOT, Problem Trees)
  • Policy engagement
  • Stakeholder analysis (stakeholder analysis matrix, venn diagrams, spider diagrams)
  • Objectives analysis (Objective trees)

DAY 2

  • Strategies analysis and selection
  • Activities formulation and scheduling
  • Determining programme/project duration
  • Project costing and development of cost tables
  • Framing outcome and impact statements
  • Risk Analysis (Identifying risk, assessing risk, addressing risk, risk triggers, inherent risk, residual risk, risk matrix)
  • Making the correct assumptions
  • Proper indicator identification for outputs, outcomes and impact (baselines, milestones and targets; sensitivity to gender)
  • Outcome/Impact weighting (Analytic Hierarchy Process)

DAY 3

  • Development of logframes from logic models
  • Towards a common terminology: Review of common logframe formats (AusAID, CARE, CIDA, CRS, DANIDA, DFID, GTZ, USAID, among others)
  • Logframes and proposal development
  • From indicators to monitoring and evaluation: developing M&E frameworks using logframes
  • Communication, closing the loop in the project management cycle (reporting, giving feedback, packaging and retrieval of information at various levels)
  • Latest trends in logic modeling/logframe software

YOUR TRAINER

Prof. Madara Ogot has been conducting training and capacity building for over 20 years. He has conducted training sessions in Somaliland, Puntland, Kenya, Tanzania and the United States. Prof. Ogot has PhD in Business Administration (university of Nairobi), and MBA (Rutgers University) and a PhD in Mechanical Engineering (The Pennsylvania State University). He has vast experience in the logical framework approach to develop logic models having developed them for a diverse range of clients. In the past 5 years alone, he has trained over 520 professionals in the use of the logical framework approach to develop logframes as part of a course on developing winning grant proposals. Organisations from which he has recently trained their staff include the Kenya Airports Authority, Kenya Forest Service, Kenya Wildlife Service, the University of Nairobi, Kenya Association of Professional Women in Agriculture and the Environment, Ministry of Health (Kenya), ICEA Lion, Cfc Stanbic Bank, Ministries of Education (Puntland and Somaliland), the Kenya Revenue Authority, among others.
